Oh seriously now this is actually good policy if you think about it which I have, a lot, mostly at 3am when I can't sleep because my liver is doing that thing again.... Really now we give them land, we give them a flag, we give them their own government and laws and diplomatic plates like an embassy....
Seriously now they already have more organizational skills than City Council, I've seen tent cities run better than any meeting I've ever walked past.... Oh really now you got people in those camps who know how to distribute resources, settle disputes, maintain sanitation with basically nothing, and we're pretending like they don't have governing skills???? That's governance, baby, that's democracy in action....

Oh really now this is foreign policy and I stand by it and also I might need somewhere to stay if this Mayor thing doesn't work out.... Seriously now you establish Tent City as a sovereign entity, they get their own council, their own bylaws, their own diplomatic recognition, and suddenly they're not a "problem to be solved" they're a "neighbor to be respected"....
Really now my ex wife said "Tan you can't just give away city land" and I said "Watch me, I'm running for Mayor" and she said "You've been running for Mayor for fifteen years" and I said "EXACTLY, I'm the most experienced candidate there is"....
